Political perils of annexation

I wonder if the party of five on Greensboro City Council had this in mind when they voted to approve Plan Q, the redistricting map drawn up by Councilman Zack Matheny. Plan Q divests the newly annexed Cardinal neighborhood from incumbent Mike Barber's district and splits it between newly elected members Matheny and Trudy Wade.

The Cardinal annexation was not quite as dramatic as what happened in Wilmington in the 1990s, but you can see the potential backlash.

From the Wilmington Star-News:

In the mid- to late 1990s, the city annexed giant swaths of land in areas around Landfall, Bradley Creek and Hewletts Creek, practically doubling the city's size, but enraging many new residents. The anger propelled anti-annexation candidates onto the council and ultimately cost City Manager Mary Gornto her job.
