The State Bureau of Investigation had launched an investigation in June of two employees of the health department for writing work notes for non-citizen mothers receiving neonatal care from the county. The investigation was instigated by county Commissioner William Lashley.

The US Attorney for the middle district of North Carolina declined to prosecute the medical director and nurse, and on Aug. 18 District Attorney Robert F. Johnson announced that he would also not prosecute the two women.

Here, Health Director Barry Bass summarizes the outcome of the investigation to the county board of health on Aug. 19.
