A report comes from the Nettie Coad campaign that a supporter found that she was unable to vote for her candidate of choice because she learned abruptly during early voting on Thursday that she had been moved from District 2 to District 1.
The US Justice Department approved a redistricting plan, which went into effect last July. This is the first municipal election in which the redistricting plan matters.
“We sent out over 48,000 cards to everybody whose district changed,” Guilford County Elections Director George Gilbert told me. “They went out in July 2008.”
Coad said she is trying to get the city to fund another mailing because some voters in affected precincts do not recall receiving the notifications.
“They can go on our website and look up their address to find out what district they’re in,” Gilbert said. “Unfortunately people wait until they get to the polling place and discover these things. Anybody who doesn’t have a voting card can call us, and we’ll mail them a card.”

UPDATE: An article by Gerald Witt in today's News & Record includes slightly different set of precinct reassignments. I've reviewed my maps and added four reassignments. Also, a previous report on this blog (which also describes some of the politics surrounding the redistricting action) from February 2008 states that 26 precincts were reassigned.
My revised list only comes to 25. The variance is probably accounted for by the annexation of precincts that previously had only a small portion of residents inside the city boundaries, but are now completely or almost completely incorporated in the city.
