Jettisoning active and progressive Lindley Park voters

Guilford County Democratic Party analyst Jason Coley suggests a theory as to why the Rakestraw redistricting plan shifts Precinct G48, which covers half of Lindley Park, out of District 4 and into District 1. The plan swaps G48 with G51, which includes the Greensboro Coliseum, flipping the latter into District 4. Voter registration in both lean Democratic, so they're not strongholds for Mary Rakestraw, who is a conservative Republican serving on the nonpartisan Greensboro City Council.

"G51 does not vote in odd-year elections; G48 is a consistent voting bloc," says Coley, who was elected 3rd vice chair of the Guilford County Democratic Party today.

"Registration may look identical, but turnout performance is another story (especially in odd-year elections)," he adds.

Additional questions:

* Does the Guilford County Republican Party have a candidate in G48 that they plan on putting up against District 1 incumbent Dianne Bellamy-Small?

* And, more to the point, is the plan devised to depress turnout in G48 assuming that older, white voters there will not be motivated to support Bellamy-Small, to the benefit of conservative at-large candidates, including Mayor Bill Knight?
