Preserving communities of interest?

The Brennan Center for Justice reports that North Carolina courts have taken the position that "communities of interest should be considered in the formation of compact and contiguous electoral districts."

The Rakestraw plan to redistrict Greensboro would connect Precinct 48 to District 1 by a a geographic area at a strip of railroad the length of about a fifth of a city block west of Warren Street (see photo below). The redistricted precinct would be almost completely surrounded by District 4.
