Redistricting game: Enter Bellamy-Small

District 1 Councilwoman Dianne Bellamy-Small offers a competing redistricting plan to one unveiled by District 4 Councilwoman Mary Rakestraw on Friday.

The Bellamy-Small plan:


Compared to the Rakestraw plan, which moves 11 precincts and a total of 32,037 registered voters to reduce the variance between the largest and smallest district to 7.0 percent, Bellamy-Small's plan would move one precinct and a total of 2,199 voters to achieve a variance of 5.3 percent.


The plan proposes to move Precinct 62, bounded by Interstate 40, Stanley Road, Hilltop Road and the railroad, from District 5 to District 4.

One clear drawback to the Bellamy-Small plan: It would make the already serpentine District 5 even less compact. I've noted in previous posts that the council could also switch Precinct FR3, with 2,137 voters in the Cardinal, from District 5 to District 4 to achieve almost exactly the same outcome. Both this plan and the one proposed by Bellamy-Small would reduce the variance to 5.3 percent.
