Investigative techniques: Greg Harrison case

J. Todd Purgason, special agent with Internal Revenue Service, describes the paper chase in an affidavit that forms the criminal complaint against staffing company executive Greg Harrison.

Internal Revenue Service records show that Forms 941 Employer’s Quarterly Federal Tax Returns were not filed for Hobbs Staffing, d/b/a USA Staffing or US Labor, for the fourth quarter 2004 and the first quarter 2005.

Using computer records of Hobbs Staffing, d/b/a USA Staffing and US Labor, I was able to produce computer generated Forms 941 Employer’s Quarterly Federal Tax Returns for the fourth quarter of 2004 and the first quarter of 2005 for each company. Using these records, I was able to calculate the payroll taxes that were not accounted for and paid.
For the two calendar quarters alleged in Counts 2-4 of this affidavit, Harrison’s staffing companies failed to account for an pay over approximately $2,262,558 in payroll taxes.
