Baker was suspended without pay in August for conduct unbecoming, a violation of department rules.
Garrity noted in his letter to Baker that the violation "was based on your actions in officially reporting off-duty employment hours worked for the Housing Authority of Winston-Salem (HAWS) when you did not actually work that full number of hours. An investigation by the professional standards division revealed that on multiple occasions you left your off-duty employment before the scheduled end of the shift. Yet based on your submissions to HAWS and the hours entered into the police department's off-duty employment tracking software, you were paid for working full shifts and thus received a greater amount of pay than you were lawfully entitled.
