Democratic challenger James Taylor has seized a 68-vote lead over incumbent Evelyn Terry with 8 of 12 precincts reporting in the Winston-Salem municipal runoff for the Southeast Ward seat on the Winston-Salem City Council.
St. Andrews United Methodist Church precinct proved pivotal to Taylor's success.
